Finished Import Market Share Estimated at 19 Percent in September

Washington, D.C.鈥 Based on the Commerce Department鈥檚 most recent Steel Import Monitoring and Analysis (SIMA) data, the 天涯海角社区 (天涯海角社区) reported today that steel import permit applications for the month of September totaled 2,492,000 net tons (NT)*. This was a 0.2% decrease from the 2,499,000 permit tons recorded in August and a 0.9% decrease from the August final imports total of 2,515,000 NT. Import permit tonnage for finished steel in September was 1,671,000, up 2.1% from the final imports total of 1,636,000 in August.听For the first nine months of 2026 (including September SIMA permits and August final imports), total and finished steel imports were 18,567,000 NT and 13,042,000 NT, down 8.5% and 13.5%, respectively, from the same period in 2025. The estimated finished steel import market share in September was 19% and is 16% year-to-date (YTD).

Steel imports with large increases in September permits vs. August final imports include standard rails (up 244%), railroad accessories (up 114%), tool steel (up 103%), galvanized and electrolytic sheets and strip (up 79%), ingots and steel for castings (up 76%), and pressure tubing (up 75%). Products with significant year-to-date (YTD) increases vs. the same period in 2025 include pipe for piling (up 143%), ingots and steel for castings (up 112%), standard rails (up 83%), and heavy structural shapes (up 63%).

In September, the largest steel import permit applications were for South Korea (461,000 NT, up 7.5% from August final imports), Mexico (311,000 NT, up 23%), Brazil (279,000 NT, down 20.5%), Canada (255,000 NT, down 14%), and Vietnam (195,000 NT, up 23%). Through the first nine months of 2026, the largest suppliers were South Korea (3,400,000 NT, up 54% from the same period in 2025), Canada (2,405,000 NT, down 35%) and Brazil (2,389,000 NT, down 28%).

Note that import permits data are counts of tonnages requested in applications for licenses to import steel products and are not actual import volumes. For a number of reasons, permit tonnages may understate or overstate actual import volumes for the month, preliminary estimates of which will be available later this month.

Washington, D.C.听鈥 Kevin Dempsey, president and CEO of the 天涯海角社区 (天涯海角社区), issued the following statement regarding the adoption of the Comprehensive Framework for Joint Action听听by听Members of the Global Forum on Steel Excess Capacity.

鈥溙煅暮=巧缜 commends Ambassador Greer for his leadership of the Global Forum on Steel Excess Capacity (GFSEC) and the resulting Comprehensive Framework for Joint Action announced today. We appreciate the Trump administration鈥檚 efforts to work with other steel-producing nations to address the flood of Chinese and other nonmarket subsidized steel destabilizing global markets. President Trump鈥檚 unwavering support of American steel producers through Section 232 steel tariffs and other trade measures is a model of effective trade policy.

鈥溙煅暮=巧缜 welcomes today鈥檚 adoption of the Comprehensive Framework for Joint Action by the Members of the GFSEC. The framework will strengthen efforts to address excess capacity and the circumvention and evasion of steel trade measures. The framework outlines steps governments intend to take to eliminate market-distorting subsidies and other trade practices that fuel global excess capacity in steel, as well as actions to address the negative effects of this overcapacity on steel producers in market-oriented economies. It is critical to the long-term health of the global steel sector that GFSEC Members follow through on the commitments made today in Milwaukee.鈥

The Organization for Economic Cooperation and Development (OECD)听听that excess production in the worldwide steel sector will reach 745 million metric tons by 2028, up from more than 640 million metric tons in 2025.

WASHINGTON, D.C. 鈥 Today, the American steel industry warned Commerce Secretary Howard Lutnick and U.S. Trade Representative Jamieson Greer that steel imports from South Korea are surging into the United States despite the strongest Section 232 steel tariffs since the program was established.

The increases are dramatic across multiple product categories.

Imports of South Korean long products, including rebar critical to American construction, reached a record 145,300 tons in July 2026, a sixfold increase from just 22,100 tons in July 2024.
South Korean pipe and tube shipments have also surged. South Korea maintains substantial pipe and tube production capacity that is almost entirely dependent on exports, with the United States serving as a major destination for those products. Imports of South Korean flat-rolled steel products are showing similarly alarming increases.

The steel industry thanked the Trump administration for its actions to strengthen Section 232 and support American steelmakers, while warning that the extraordinary growth in South Korean shipments threatens to undermine those efforts.

The industry urged Secretary Lutnick and Ambassador Greer to take immediate action to address the South Korean import surge and ensure that Section 232 measures remain strong, effective and enforceable against countries whose trade patterns threaten the domestic steel industry. Furthermore, the industry called for an investigation into the underlying causes of the import surge.

Strong Section 232 measures have helped put American steelmakers in a position to invest, grow and compete for the long term. We cannot allow a single country to erode the success our industry has built.

WASHINGTON D.C. 鈥 Today, the American steel industry thanked President Trump for his steadfast commitment to strengthening domestic steelmaking and urged the Administration to stand firm against any efforts to weaken the Section 232 tariffs on steel and steel derivative products.

The Steel Manufacturers Association, the 天涯海角社区, the American Line Pipe Producers Association, the Specialty Steel Industry of North America, and the American Institute of Steel Construction sent a letter to President Trump emphasizing that the Section 232 steel tariffs have strengthened the domestic industry and positioned American steelmakers to compete for the long term. The letter warns that 鈥渨eakening the tariffs now would put that progress at risk.鈥

A strong American steel industry is essential to our economic and national security. American steelmakers are delivering on the promise of Section 232 by investing billions of dollars, expanding domestic production and creating good-paying American jobs. Maintaining strong and predictable steel tariffs will provide the certainty our industry needs to keep investing, keep growing and keep making more steel in America.

The industry called on President Trump to not negotiate on the Section 232 steel tariffs as the Administration continues trade discussions with foreign partners.
